Cow milk for 11 mo. old?

the pediatricians nurse told me i shouldnt give her cow milk. but in my appt. in WIC the nutricionist said that i should start introducing the cow milk to her, half formula and half milk. what do i do???? shes gonna be 12mo. oct 16.
